The New Scottish Government enacts the Public Energy Act of 1985.
This enabled individuals to be responsible for their own energy infrastructure. They could now begin to have independence from centrally controlled energy generation.

It also began a campaign informing the public about the opportunities that could exist if people were willing to take advantage of them, such as funding from the previously created Sovereign Wealth Fund, and the open exchange of knowledge enabled by the Energy intellectual Property Rights Act 1984.
